Self Enhancement Prerequisites?

The description (and I assume balance) of Self Enhancement(for unicorns, page 23 of the Tribes of Everglow book) implies that you need to have two mental hands (for them to be free) for this ability. Which implies you need Advanced Horn Magic from the base book. (page 25) Am I simply reading too much into this and it is not a Prerequisite or is my assumption correct?


As a general note, begs the question of anything that refers to "mental hand" by default Prerequisites the feats that give you said hands, would have been convenient if it listed that.
