Wind Stubborn

I'm a little confused about the Wind Stubborn feat in the Pegasus section of Tribes of Everglow. It says it requires a race that would normally have Cloud Walker. Which races does this affect, and how would they have lost Cloud Walker in the first place? I haven't run across anything that would trade it away.

If you have a game set later in the time line elfs have stolen the weather control from rhe pegs and griffs you can use this to counter its effects as it stop you using the cloud walking traits and other feat that are weather based.

Huh. Is there a particular book where this is mentioned? I only have a small subset so far and I haven't seen mention of such.

So, in After Empire era play, how much of the pegasus's and griffon's Cloud Walker ability goes away? Can they still push fog and stuff? Also, is the Cloud Embraced feat still available, and would this give the full ability back?

Gone, all gone. All cloud magic goes poof. Wind Stubborn allows them to get it back for limited durations.
