It's not 'only 15', it's 17 because you have to pay for the score before the racial penalty. That's 13 point-buy points. While that's quite possibly worth it for a good primary score, a TK unicorn has divided their primary score between dex and int. Most campaigns I've seen used 20-22 point buy. I guess it's doable, but it feels like a waste to put a 17 in a non-attack stat.
Although... would Weapon Finesse allow you to TK wield with dex if you want? Is which of 'use int instead of str' and 'use dex instead of str' takes priority up to the player? You'd start with a lower dex than most rogues, but focusing on a single stat would be easier.

That's how I'd rule it. Sometimes you just have to invoke Rule 0 and go with the rules you prefer, as long as everyone in your group agrees with them.
