Monster - Flutter Swarm

I will start by admitting that making monsters is something of a new thing, so input is requested. Does this look horrible? Is it's CR too low or high? Would you use this as a GM to torment your players?

Magic Theft (Ex)
Any being capable of spellcasting, be it spells or spell like abilities, that is damaged by the swarm finds spellcasting more difficult. For ten rounds, any attempt to cast a spell must first pass a concentration check(DC 20 + spell level) or fail, wasting the spell. For every creature suffering Magic Theft, the swarm gains a +1 bonus to their swarm damage.

Magic Theft (Su)
Any being capable of spellcasting, be it spells or spell like abilities, that is damaged by the swarm finds spellcasting more difficult. For ten rounds, any attempt to cast a spell must first pass a concentration check(DC 20 + spell level) or fail, wasting the spell. As an immediate action, the swarm may cure an affected being. This causes the creature to take the swarm's damage immediately, but does not reapply magic theft.

That kind of concentration check is extremely painful at low levels, as noted by the CR. I feel that even as a supernatural power, it shouldn't have that high of a check. At level 5, a spell caster would have maybe a 10% chance of casting a spell. And to last 10 rounds is a bit extreme. It shuts down any kind of spellcaster for pretty much the entire battle. And they are the kind of people usually expected to deal with swarm using AOE spells like burning hands.
The only thing deadlier than a tarrasque is a natural 1.

Fortunately, it is a tiny swarm, which means it does take damage from weapons.(Halved vs slashing and piercing)

The DC is actually the standard concentration check for being distracted by a swarm.

Oops. I thought the check would be the one for ongoing damage. The major ups is that it lasts 10 rounds. It could touch the spellcaster once then try to bite the rest of the party while the mage twiddles his thumbs.

The fact that it is more frightening to spellcasters is intentional. It's a reversal of roles, where swarms are usually wizard targets, this one is one that is best handled by a barbarian with the biggest bludgeoning device(I suggest a fly swatter) you can find.
