Who the heck is Bristenlux Ciliorem?

Page 59 of Ponyfinder talks about someone by that name 'returning' (ae 032).
I look him up in famous faces section of the book and he doesn't appear.

Who is he?

I always thought it was named for Saint Francis. Which means it's technically a title and a name... But then my US history is lacking...
